It’s a shipping port under occupation where your adventurers will have an excellent time warring against the ruling elite or crushing rebellions with an iron fist. This board is connected to an earlier post: Frozen Encampment, where the occupying forces have established a permanent encampment nearby. Perhaps your adventurers can go between the two in your own story. The city has plenty of places for each battle to take place including (but not limited to):
