Anyone who steps up to this rigged carnival game must make use of the carnival short bows. The bows are intentionally terrible quality causing any attack rolls made with them to be at disadvantage. Illusions also make the targets seem closer than they really are. To succeed in hitting them, one must make an attack with the short bow at disadvantage and hit AC 20.
The barkers hold nicer bows (though they look the same) and are aware of the illusion, so they need only hit AC 10 made without disadvantage. Thus they are able to demonstrate that the game is ‘winnable’ and deceptively simple. Truesight or other similar effects that allow one to see through illusions lower the AC to 10. However, the barker won’t allow anyone to use their own bows, saying that they don’t want anyone cheating with ‘magical bows and arrows’.
