Ruins of Abandoned Shrine at a Hill

Someone or something has started to use the ruins of an abandoned shrine, at a hill, not too far outside the town.
When you investigate, you find a few possible ways to approach. You could follow the remnants of the old road. You could try to cross the swampy terrain, where an ancient bridge has collapsed. You might attempt to approach from cover, using the varied forest and rock formations to disguise your travel.
You find a curious remnant of an old stonework monument. Its original design and purpose are unclear, but you see that someone has thrust a greatsword into the stonework.
You find the long stone staircase, leading up to the hilltop and the heart of the arcane shrine. The staircase passes through an old archway and draconic statues.
At last, you see that the shrine was built inside the hill itself. You see a cloaked figure, performing a ritual at he edge of a deep shaft that leads downward into an unknown depth.
