At the southern tip of the East Coast mega city, on the third and lowest tier, mashed into mud and water lies Lowtown. Full of the scraps of the old world and cobbled together tech, its far from the glass skyscrapers and neon glow of the city far above. North lays the swampy wastes and tangled heaps of survivors and scavengers amidst crumbling city ruins. South lays the sea, full of vicious and magically irradiated monstrosities.
Here, amidst the lowest of the low, a runner can start to find their roots.
