The problem with dungeons in a world with magic is that it is very difficult to securely imprison magic users. Their abilities are wide ranging and often unpredictable. This cell was designed to contain such prisoners. Multiple layers of counter measures have been incorporated into this cell to take into account a wide array of potential prisoners. A cage made of cold iron contains fey (and most conventional prisoners). A lining of silver contains a variety of shape shifters such as lycanthropes. Magical dampening crystals prevent spellcasting of any kind. A magical summoning circle inscribed in the ground effectively contains a wide variety of extra-planar creatures and blocks any potential gaze abilities like those of a vampire or medusa. The torches on the walls are inscribed with an anti-teleportation field, preventing anyone or anything from teleporting in or out of the room. After all that, the sturdy door on the entrance is more or less a redundancy measure, but you can never be too safe when dealing with such threats.
