The Fortune's Wheel inn and tavern is the most popular gambling hall in Sigil. Located in the Lady's Ward, the Wheel boasts Dicing Cup, a Bear-Baiting room, and the namesake Fortune's Wheel game. Stationed behind the Dragon Bar is the mounted the severed head of an enormous black dragon, who chats with customers, often telling tales of its previous life (whether true or invented, nobody knows).
For more details, see In the Cage: A Guide to Sigil p. 36-39.
