Far, far below the surface of the water, there resides a secret empire who rules the world beneath the waves. Largely unhindered by the world-changing cataclysm that damaged the surface, the undersea societies continued to grow, being only spoken of in legends and in myths. In contrast, they know of the surface world… though they prefer not to rise too highly, knowing how voracious and dangerous the surface realm is. Of course, that doesn’t mean they don’t partake of the scavenges of the lost vessels… some even found a perfectly preserved ale and spirits cache from their plunders, prompting them to make a pocket bubble to properly imbibe and enjoy them!

Their Emperor, however, waits in silence… does he wait for a threat to come? Does he ponder a plan of attack? Or does he mourn a lost love?
That is up to you to learn.

Needed an underwater city for my campaign, and I cobbled this together with stuff from the Community content and also personal ingenuity.
